When I tried some time ago I could not make this work...
In a multi eds card scenario can the other eds card's have their submixes
insert working with outboard.
Meaning ,can I patch an external compressor to a submixe's insert before
it summs at Paris with other submixes ?

You are long overdue to solve this for us. :-)

I've been able to send a Submix signal out but it has to come back into a
different submix...which means a Global Master send is good only as a send
as bringing it back in any submix seems to result in a feedback loop...at
least in all the experiments I've tried

Well confused...
Don,
You have been able to send from a submix out (not the main submix that is
the output card but other ,right?) and bringing it back to another submix
channels ?

Ya know I'm really not sure whether it was the submix or the global
master...it was week or so ago and I've forgotten - had three recording
sessions and a whack of mixes since then and I just don't remember. I'll
give it another go later today or first thing tomorrow but I do remember
that once it was completed I had created a feedback loop and was getting
some interesting sounds which were not good.
