Ok, so it took ten days of total frustration, but I have succeeded!
My HP dual core is running Paris flawlessly, and it is awesome. This computer
is blazingly fast. I was processing files in wavelab that would have taken
4-5 min on my old cpu, in 52secs.
As I have faced every error known to man during this install, and fixed them,
if anyone has questions, please ask.

are you running Core 2 Duo ?

Well, first I got the EDS cards on their own IRQ's but that didn't seem to
matter. I would still get transport "freeze". I even moved the cards to other
PCI slots and system info said they had no conflicts/sharing. The only way
to fix that is to change the system "mode" from ACPI to the second option
which is A.C.P.I. spelled out. For some reason this mode changes the IRQ's
from the previous 17&18 to 7&11 which gives them more "priority".
After that change I never had any transport problems.
The next problem was getting an error "paris.exe has caused a problem and
needs to close" on exit or switching between projects. I had seen this posted
before, but I never saw a fix for it. Well, here it is... It is a plugin
error. I installed each plugin one at a time and ran Paris after each install.
I go all my DX plugins in wihtout a problem, well except for a few Sonar
plugins that I had never used before, like the tts-1 and CWtuner. When I
went to install my VSTs that when I started getting the error. Paris didn't
like Amlitube and a couple other VSTs in wrapped with the fxpansion in XP.
I played around with adding/subtracting plugins in my VST folder, but Paris
just didn't like using the fxpansion wrapper in xp. Strangely enough, I was
able to create a folder I called "Paris VST" and copied my VST plugins into
and set the Paris VST path to this folder wihtout wrapping them, and it worked.
Paris is running both VST and DX natively.
Paris on a machine like this is awesome, I know my last computer was pretty
slow by today's standards, but it was optimized for audio apps and had quality
components, but this HP is running circles around the old cpu. Overviews
are calculated instantaneously, rendering is done before I can even open
the backround task window, and I can tons of plugins without any hint of
processor problems.
