So to answer my own question,
I needed to patch the L+R insert points on the "Mec C Inserts" object to
my physical i/o's, instead of patching insert points 1+2 as I was
attempting to do, which I'm assuming can only be used on individual tracks.
So to confirm what KG told me earlier today, I would need to chain the
devices externally in series if I want multiple external hardware
devices across the 2 buss in Paris.

You could mult the output from Mixer C to 6 outputs on an 8-Out card (3
stereo pairs) and send to the 3 external devices in parallel. You'd need to
sum the processed signals in the analog domain before returning the stereo
mix back into the main insert point in Paris.
At least, this works in my mind - I don't have an 8-Out card to try this
with. But the L-R insert point in the patchbay let me send L to Out 1 and 3
(as well as R to Out 2 and 4) simultaneously when I tried it just now. I'm
guessing you can mult the main insert to as many outputs as you have.
Someone please correct me if I'm wrong...
