I'm just taking a guess at this, but I would bet money that Win64 runs win32
apps in a 32 bit virtual machine. That would mean that the virtual machine
could access only 4 GB of RAM. It's possible that each application could
run in its own virtual machine, allowing each application to access 4 GB
for itself, but this would create communication problems between apps and
hurt perfromance. I doubt MS would do that, but you never know.
There is no possible way, unfortunately, that an individual 32 bit app could
access more that 4 GB beause you'd need to rewrite it to use somekind of
offset mechanism like old dos used to use.
